
In the warm spring of 2025, a spark of hope was ignited along the Gulf Coast. Suncoast Therapeutic Equine Partners, Inc. (STEP) was born not from circumstance, but from the dreams and relentless determination of a small group bound by their belief in the healing power of horses. They networked within the community, sharing stories of what could be—a sanctuary where horses and humans heal together, and where every person in the community, regardless of ability, is offered dignity, joy, and purpose.
Their vision was not without challenges. They dreamed big, but they started small—without horses, without land, driven only by the fierce conviction that their community needed something more. What they lacked in resources, they made up for in resolve. Certified instructors joined, bringing expertise; volunteers arrived, bringing passion and sweat equity. Together, they built something from nothing.
A chance meeting at the local feed store in June changed everything. Ilee Finocchiaro (STEP's president) was introduced to Kelly Bailey, the generous soul behind War Horse Farm—a sprawling ten-acre refuge, complete with a twelve-stall barn and a sunlit arena. In an act of extraordinary generosity, Kelly opened the gates: a twenty-year lease for just ten dollars a year, and the gift of two retired Percheron draft horses, old giants with big hearts, ready to serve once more.
From there, the herd grew—four spirited miniatures, three more horses—all with stories, all destined to make a difference. Volunteers worked tirelessly, their hands mending fences and restoring the grounds still scarred by hurricanes past. Their labor was a testament to what hope, and community can accomplish.
With each passing day, the transformation at War Horse Farm became more apparent—a sanctuary rising from adversity as fences were rebuilt and stalls came alive with gentle hoofbeats. The energy of renewal spread beyond the property, sparking interest throughout the Gulf Coast as families, educators, and community leaders rallied around STEP’s mission. The arrival of horses, the dedication of volunteers, and the steady progress on repairs painted a vivid picture of resilience. The sense of possibility grew with every improvement, drawing new allies into the fold.
As summer 2025 waned and the first hints of autumn touched War Horse Farm, the transformation was unmistakable, fences once battered now stood strong, stalls filled with gentle giants and playful minis, and the sense of possibility hung in the air. Word spread quickly, drawing families, teachers, and community leaders into the fold. STEP’s vision, rooted in the belief that healing is for everyone, found eager allies, and with every repaired gate and freshly laid shavings, the dream grew closer. The hum of preparation was matched only by the anticipation among future riders and partners, as the final pieces—certifications, partnerships, and program plans—clicked into place. By the time the arena dust settled, and the last volunteer wiped sweat from their brow, STEP stood ready not only to open its doors but to welcome a new chapter of hope, connection, and possibility for all who would walk, ride, or simply believe alongside them.
By September 2025, STEP had become more than an idea. It was a reality—tax exempt, PATH certified, with a Candid Silver Seal of Transparency. They were already scheduling riders eager for adaptive lessons and had forged partnerships with local nonprofits to offer innovative equine-assisted learning and reading programs.
And on September 26, 2025, horses’ hooves echoed in the arena as STEP welcomed its first participants. What began as a dream became a living, breathing testament to the power of shared passion, resilience, and the enduring connection between horse and human.

Through our equine-assisted services, participants ages four and up engage their bodies, minds, and hearts in meaningful ways. By building trusting relationships with our horses, individuals gain strength, coordination, confidence, and a sense of calm—all while growing in a peaceful, nurturing environment that inspires both learning and connection.
Our adaptive riding program welcomes individuals facing physical, cognitive, emotional, or social challenges. Through tailored lessons, participants improve strength, flexibility, balance, coordination, and motor skills while fostering emotional well-being, self-confidence, and social interaction. Guided with compassion, each person experiences growth on multiple levels, discovering new strength and joy alongside their equine partners.
Our EAL program encourages personal growth and social skills through hands-on activities with horses. Guided by expert instructors, participants build communication, problem-solving, and teamwork abilities in a safe and supportive setting. This partnership with horses helps foster confidence, emotional awareness, and resilience… skills that carry far beyond the arena.
Our program offers a supportive space for those who have served to engage in meaningful experiences that foster personal growth and resilience. Through thoughtful interactions with horses, VETERANS build trust, deepen self-awareness, and strengthen emotional regulation. Within a judgment-free environment, the program supports veterans as they reconnect with themselves and develop lasting partnerships with their equine companions. This helps guide them toward greater balance and well-being.
